The State of Nebraska Emergency Alert System plan was approved by the FCC on July 8th, 2026. The intended use is to provide guidance to broadcasters and cablecasters in the state of Nebraska on EAS required messaging and dissemination of emergency alerting.
Required alerts for participants are spelled out at the national level: Emergency Alert Notifications (EAN) and National Periodic Tests (NPT, used for nationwide testing). At the state and local level participants are expected to relay or originate: Required Monthly Tests (RMT) and Required Weekly Tests (RWT). AMBER alerts (CAE for Child Abduction Emergency) and weather messages (various) are voluntary but important to public safety, so many participants see the value in providing these, as do their listeners and viewers.
The biggest change in this plan is the implementation of LP-1 and LP-2 stations to attempt to eliminate single points of failure, especially surrounding the national EAN alerts. Nebraska Public Media (NPM) FM radio stations are the primary delivery system across the state, designated as LP-1 stations, and the second level relay stations are located in the same geographical area as each of the LP-1 stations and are designated LP-2 stations. It is recommended that each station install a Sirius/XM, NPR Squawk or Premiere satellite receiver to relay the EAN message. This will make the system more resilient when a failure occurs upstream from the participating station.

It is recommended to keep a local copy on hand for Master Control, control room or station staff to read. It can be placed in the same book as the EAS logs which are required by the FCC to keep track of local RMT, RWT and national tests. Please find the closest NPM and LP-2 station which you can receive reliably, or try and tune in the Primary Entry Point (PEP) station, KRVN-AM.
