The Nebraska State Emergency Communications Committee (SECC) is seeking qualified volunteer candidates willing to serve as Officers.
About the SECC:
The FCC requires each state to operate an SECC tasked with developing, maintaining and administering the State EAS Plan, coordinating emergency communications between public officials and media partners and scheduling routine alert tests. The Nebraska SECC meets electronically once each quarter.
Candidate Qualifications/Experience:
The ideal candidates should have either broadcast or cable experience with receiving and sending EAS alerts, and some familiarity with the hardware and programming involved with EAS devices (either Sage or Monroe/Dasdec). This could include operators, engineers or managers. Some familiarity with FCC rules surrounding EAS would also be welcome; since the rules frequently change, this could be something learned “on the job” once the position has been taken on. An understanding of CAP and IPAWS routing through FEMA would be helpful but also could be learned.
Officers & Duties:
The SECC shall have a chair, vice-chair, and secretary. Other offices may be created as necessary. The SECC will submit the name of the Officers to the NPSCC and the FCC. The chair and vice-chair shall be voting members of the SECC. The secretary is not required to be a voting member of the SECC. Each officer must be elected by a simple majority SECC vote.
Duties of the Chair: The Chair shall preside at all meetings of the SECC; preserve order during its meetings; appoint all committees, after consultation with the membership; serve as an ex-official member of such subcommittees; and sign all minutes and other documents connected with the work of the SECC requiring signature.
Duties of the Vice Chair: The Vice Chair will fulfill the duties of the chair in the absence of the chair.
Duties of the Secretary: The Secretary will maintain records including but not limited to roster, meeting notice, and meeting minutes. The Secretary will post notice of meetings.
Election:
The SECC shall elect the officers by majority of its voting membership for a two-year term. SECC Officers will be nominated and elected at the fourth quarter meeting prior to the end of the term. Elections for SECC Officers will be held every even-numbered year.

Newly elected officers will begin their terms at our December 9, 2026 meeting.
